이 강의에서는 정부관료제에 관한 법적, 정치적 환경과 함께 이를 둘러싼 현실적 문제들을 논의한다. 본 강의가 주로 다루는 주제들은 1) 정부관료제에 대한 이론적인 관점들; 2) 정부관료조직대 관한 오해와 진실; 3) 정부관료들의 특징과 행위들; 4) 정부관료들의 사기와 성과관리; 4) 한국과 미국의 관료제 비교 및 이해 등을 포함하고 있다. 강의와 함께 특정 주제를 학급 단위로 토론하는 영상이 포함되어있다.
